Act 1 of 2006


Act 1
of 2006 was enacted with Gov. Rendell's signature in June of 2006. Most school districts have begun the work associated with the provisions of the Act. Manheim Central started the work with the establishment of the Tax Study Commission.

The Commission held its required public hearing on Wednesday, November 15, 2006 at the Middle School Auditorium. The final meeting of the Commission took place on November 21, 2006 at the District Office. Their recommendation was presented to the School Board at the November 28 meeting.

At its January 23, 2007 meeting, the School Board approved the Notice of Tax Shifting Referendum. To view the file, select the link Act 1 Notice.

The School Board held its public hearing on January 30, 2007. The hearing included a summary of the Commission's report and provided an opportunity for public comment. You can view a copy of the presentation by selecting the PDF file Public Hearing Presentation.

At the February 27, 2007 meeting, the Board approved the resolution with the tax shift referendum question to be submitted to the Lancaster County Board of Elections. Additionally, the Board reviewed and approved for submission the non-legal interpretative statement for consideration by the Board of Elections. ELECTION UPDATE: The Act 1 Referendum question was defeated at the May 15 primary by the voters of the Manheim Central School District. By a margin of 591 "yes" votes to 2,589 "no" votes, the referendum failed to pass. State-wide, preliminary returns indicate that only nine districts' voters approved their respective ballot question.
